The problem here is when you have a title that naturally seems to need an apostrophe is a common one. Instead try something like this instead "The New Budget of the Bush Administration Leaves Many Disappointed." The difference is subtle to the reader but will avoid any potential problems with it validating.

Now this is not to say that you don't still have to worry about things like writing compelling content of course you will if you want them to stick around or come back.
